As a rough guideline, administrators usually require editors to have made more than 500 useful non-botlike edits, and to have been active in the last thirty days. Patrollers and License reviewers don't have to request this flag. Find possible candidates.

I digitize old images related to local history and also upload old maps from state archives that aren't up on Commons yet. I just finished digitizing a few books with images that were uploaded here over a decade ago in bad quality and would like the replace them with better ones. Asking for myself—I've been doing a lot of work at the Graphics Lab (here and at enwiki) and this would be quite helpful. Hello, I have been doing multiple campaigns in our geographic region, they can be seen at Wiki Loves Indian Cities, Wiki Explores Bhadrachalam, etc. There is a constant requirement for this tool and currently I have been relying on other Wikimedians to help-out for me. If I have access to the Campaign editor tool, it would save me a lot of time and will grant free hand to modify it quickly as per project requirement.
